Objectives

To identify areas in which science and technology can be utilised for achieving the socio-economic objectives of the state, and in particular, the objectives of tackling the problems of backwardness, unemployment and poverty in the rural areas and among the under-privileged sections of society, such as Scheduled Castes, Scheduled Tribes, Landless Labor, Artisans, Small and Marginal Farmers and Women.

  • To advise Government on policies and measures necessary to promote utilisation of Science and Technology for the achievement of the   socio-economic objectives. 

  • To initiate, support, promote and co-ordinate such research and development projects, and programmes (including demonstration projects) as are likely to be relevant to the achievement of specific objectives and problems and help in the fruitful exploitation of the natural resources of the State through various institutions and organisations in the state. 

  • To establish or assist in the establishment of infrastructure (Institution, Organisations, etc) necessary to Science and Technology to further development efforts of the State. 

  • To set up and administer documentation centre and /or laboratories. 

  • To prepare or assist in the preparation of Science and Technology plans and formulate research and development programmes, approve such programmes if received from other institutions and finance and/or aid such projects by means of grants, loans, supply of material, provision of experts etc. 

  • To promote the popularisation of Science and the spread of a scientific temper and attitude amongst the people of the state and to disseminate scientific knowledge by means of pamphlets, journals, films etc. and to organise seminars and conferences to promote Science and Technology. 

  • To supplement the activities of the State Government in the field of Science and Technology. 

  • To interact with other State Councils and national Science and Technology bodies with similar, or related objectives. 

  • To take any other steps which are relevant to the application of Science and Technology to the problems of the State and to promote education in Science and Technology. 

  • To institute prizes and awards for meritorious research and development work in Science and Technology, and 

  • Generally to take all such measures with the approval of the Council as are likely to accelerate the process of modernisation in Madhya Pradesh through the use of Science and Technology.     

Authorities of the Council:-     

The Council functions through the following authorities:-  

1. General Body  

2. Executive Committee, and  

3. Special Committee.      

General Body:-The chief minister of M.P. is a president of General body and Director general of  MP  council of science and technology is a member secretary .     

Annual General Meeting:-    The Annual meeting of the General Body is to be held before the end of September each year as fixed by the Executive committee.  

Ordinary General Meeting:-     An ordinary meeting of the General Body shall be held as often as may be necessary provided that at least two such meeting shall be held in a financial year.   

Constitution of the Executive Committee:- The Executive Committee consists of the following namely:-    

A member of the Council nominated by the President. Chairman
A vice-chancellor, Member of the Council nominated by the President. Member
A member of the Council representing Industry nominated by the President. Member
A member of the Council representing Agriculture nominated by the President. Member

Secretary to Government of Madhya Pradesh, Education Department. Member
Secretary to Government of Madhya Pradesh, Finance Department. Member
Secretary to Government of Madhya Pradesh, Manpower Planning Department. Member

Function of the Executive Committee-    

The Executive Committee shall function as the Executive Body of the Council for the management of its day to day affairs. The Executive Committee shall, inter-alia, discharge the following function:-    

  • To manage the affairs of the Council and, for this purpose, to formulate and implement administrative, financial and personnel policies designed to promote scientific and technological activities;

  • To prepare the budget for the activities and programmes of the Council for approval by the General Body;

  • To formulate, approve and follow up Science and Technology schemes and programmes

  • To promote basic scientific research and to give support to all activities related to technological development, through proto-type pilot plant/field trials, up to the setting up the operation of demonstration units;

  • To provide Science and Technology inputs to Government, quasi-Government Science and Technology Voluntary field groups, and other agencies for this extensive application of demonstrated technology;

  • To constitute Task Forces for specific problems research projects, studies and similar other activities as may be required;

  • To sanction grants approved purposes; 

  • To institute prizes and awards for outstanding research and development work; 

  • To organise seminars and conferences, 

  • To spread scientific knowledge by means of journals, pamphlets, film etc. 

  • Task Forces and Research Groups:-      

  • Task forces and Research Groups, constituted by the Executive Committee for specific jobs like a particular research study or investigation or preparation of a project or Plan or scrutiny of research projects received by the Council, may consist of members of the General Body and/or experts who are not members of the General Body.

  • The Chairman of a Task Force shall be appointed by the Executive Committee. The Director  general shall be the convener of the Task Force. In the absence of the Chairman in any meeting the remaining members of the Task Force shall elect a member from amongst themselves to preside over the meeting.

  • The Convener shall record the minutes of meeting of the Task Force and shall submit reports on behalf of the Task Force to the Executive Committee.
